get weapon timer when suspect looting

hisec thief always steal PVP winner's wreck

a lot of JIta thief just sitting to wait wreck pop
they just 3 move: waiting and looting and docking.

make new system: suspect looter will get weapon timer

so make thief do something about survive
they play like bot depend on their fast ping

nope you want your loot be faster than the thief


you want a better chance of looting your wreck go find a fight in low/null/wh rather than jita

You should have enough control over your herd of cats to make them understand. If they constantly make misstakes, get better cats.
