I have the same issue. http://eve-offline.net/?server=tranquility says its online though. Maybe its a local issue. Where do you live? Have you been getting this issue more than once lately?

Technically the servers are online, but they are slow as **** to the point where timeouts happen.

Eve offline works about 50% of the time ... server population dropped with 15k players

I live in the Netherlands, was playing online, and had a "socked closed", after that everything just freezes.
Even the forum is very very slow atm
