I'm not sure what the U.S. Congress was trying to do with this webpage here. But I think they needed a much better GIFs posting consultant.

Also, they could't be using all of that IP content without each owners' permission, could they?

(Please do not express any political opinions here. The topic is bad GIF shiptoasting by high level elected officials).
