Gallente Frigate question

Other than allowing you to fly frigates, what does this skill do? Does it make you fly ships you can already fly better? If so, how?

Check each frigate's info to see how the level of the relevant skill affects it.

As an example, ths incursus has a bonus of 7.5% bonus to Armor Repairer amount and 5% bonus to Small Hybrid Turret damage per skill level of Gallente Frigate.

EVE is what happens when the rule of law does not apply and Darwinism is allowed to run freely.

So the bonus listed on the ship is per level and not just a one time bonus?

That's exactly what it means. In my example's case, level 5 Gallente frigate will give you 37.5% bonus to Armor Repairer amount and 25% bonus to Small Hybrid Turret damage.

Also, getting a racial frigate skill to V unlocks more new ships than any other prerequisite in the game.

If you like flying the most awesome size category of ships, it's pretty indispensable. Also the Covert Ops ship category you can train off of it is one of the highest-utility set of ships around. Helios is kind of the ship of 1001 uses, even at relatively low skill levels.
