1. What missions drop the most Imperial Sergeant I tags?

2. It has been a long since I did any exploration.
Since Crucible, has CCP fixed the respawn rate on sites so there is an even distribution throughout the day?

The perceived issue you are mentioning hasn't existed for as long as I've been exploring (~2 years)
