I have acquired an expensive ship BPO I want to research the ME and PE on. I was a bit shocked at how expensive the quoted research fee was at my usual base station, and am interested in finding a less expensive alternative. I am not completely ignorant of the Crius research changes, I have read several dev blogs, but the whole thing is a bit confusing and CCP has a habit of making changes that don't match what they said they would do in dev blogs.

I get that I want a station that isn't being used by a ton of people for the same research task I am interested in. What I don't get is how far afield I should be going to find a cheap facility. Is there a significant drop in research costs at lowsec stations vs highsec? The dev blogs said something about multiple stations in a system reducing cost, should I be looking for a system with a bunch of research stations or even non-research stations to take advantage of that reduction? Is there much advantage to building standings with the owning corp to reduce taxes? Is there a serious advantage to doing research at a POS instead of a public station?

The index for any kind of job is determined by the job hours in a system in relation to the total hours in all of New Eden. The more people do a specific industry activity in a system, like manufacturing, the higher the index in that system. The number of stations does not influence that.
That being said, finding the "right" system for you is difficult. The ingame map is able to display the indexes, but I instead suggest you try this web site: http://carebearium.herokuapp.com/solar_systems/. Adjust the filters to your need, and good luck finding a quiet system, most high sec systems with research stations are rather busy. Low sec might be an option, but I'd be careful transporting that blueprint in anything other than a blockade runner ;)

Fuzzworks Cost Index Tool

For comparison sake you might also look into research facilities in Providence. It's not only the isk -- it's also the amount of time required. The final few percent of research can get very expensive.

Indeed. And even a single person can rise the index significantly. But for a single blueprint, this shouldn't be an issue.

The Fuzzworks tool is much better for my purposes. Thanks for sharing.

Let's assume your expensive blueprint is a capital and you want to research it from 0 to maximum you safe approx. 40 weeks in a POS! And you safe a lot of money! Do the calculation, but if you assume you'll never get attacked it will be well worth the effort.

And you can use that POS for other things of course as well to cover the costs.
