EvE Online - Cache redownload

Everytime I start up the EvE Launcher I get the option to select a directory in which to store 'EvE Cache' which redownloads most of EvE(13.8GB). If I choose to not redownload it I cannot play it even if I already have it downloaded and refuses to let me do so.

My question is: How could I solve this problem?(it takes around 15minutes to redownload and apply the 'patch' but it is irritating and time consuming as on the course of the day I might have to shutdown or restart my computer multiple times)



P.S. : I have tried to reinstal the whole game, same problem.
