Why can't I access lvl II missions

Just started playing again after an initial try of a couple of weeks a year ago. So as you might surmise I'm a complete noob. I went through the tutorials and started grinding lvl 1 mission for the security agents in the Caldari Navy. Now my standing with the Caldari Navy is 1.0 and my standing with some Caldari Navy security agents is 1.0 but they still won't offer me any missions, say my standing isn't high enough. What am I doing wrong??

try getting it just a little higher. Rounding on display can make it seem enough, when it's not quite there. Another mission or so should do it. (Train Connections too, it helps a lot)

I just started running missions with one of my toons last week.
I ran at least 32 lvl ones before I saw a lvl 2 agent available to me.
I know that because I got to do two storyline missions, and they normally appear every 16 missions.
Make sure you do the storyline missions, they will show up in your journal, and you will get a notification also.
Basically, unless you are very interested in how all the standings things work just keep going until the next lvl agent becomes available, then switch.
The new agent finder thingy works nicely, I'm happy it was added.

The agent finder is the quickest way to find the level agents you want and their availability in different locations and in different areas of focus. For example, maybe you want to do mining missions at a certain level at a station that has a higher refining efficiency. The agent finder lets you search for available agents.
