I want to unlock a level 4 locator agent. If someone is willing to boost my standings by running missions (while I am docked up), I would be happy to pay you (and return and ISK/LP from the mission itself).

Check here, services are offered.

There is a channel called "Locates are us" they charge a fee and will run the locators for you. It may seem expensive, but the time it takes to get to the one or few locator agents you have access to and then to the target who may be on the other side of the galaxy also costs isk.

Check out Imiarr Timshae in game, his tribe of standings elves will sort your standings out a little faster than the nine months offered by the previous poster.
