Developed this issue with the launcher always in offline mode. Since I have two other machines running different clients just fine I thought it safe to conclude that the issue was on the one machine and not downstream at the ISP or CCP. Also, at the same time other third party programs that use the CCP API failed. (EveMon, EveHQ, etc.) After spending a little time poking around I found that I had malware on the machine and that it had changed the proxy settings in my browsers. Many programs use the browser proxy setting as their default. Ran four different antivirus programs (MS Security Essentials, Malwarebyte, AddWare, Hitman Pro) in safe mode deleting all found items then made sure browsers were reset back to default state. Ran the launcher and everything works fine now, including the 3rd party programs.
