PI launchpad versus Command Center

What's the reasoning behind giving the Launchpad and the command center the ability to launch resources into space? Why not just give the Launchpad the sole ability to both launch into orbit and send items to the nearest customs office...

1) So players with quite low skill can do PI. At the lower skill levels, you cannot upgrade your command center sufficiently to support a launchpad.

2) If there is no POCO, you can still get your stuff off the planet. I had one planet get it's POCO blown up, then PL anchored a gantry there, but did not improve it. My options became war dec PL, or use the command center. I used the command center, decommissioned my colony, and moved on.

correct me if I am wrong but I think the real question you are trying to ask is why they made the storage for the command center so uselessly small.
