What level of Sovereignty skill is needed for creating alliance?

I seem to be unable to find information about what level of Sovereignty skill is needed for creating an alliance. Anyone knows?

Edit: Yes I did read wiki, no it is not mentioned in Wiki as far as I could see and google did not know the answer either.

Thank you. That would explain quite well why I did not find any info about the level of Sovereignty skill.

We hired someone to create the alliance for us (and previous to that, the corp itself). Check the sell orders forum.
