Nullsec "Variable Truesec" to better reflect risk-versus-reward

I think there might be a mechanic that would help with occupancy-based sov bonuses, as well as increase the reward-versus-risk of nullsec (and even help give a bonus to the risks implied by, say, cloaky campers).

The actual numbers I use are arguable, used for relative reference. Also, note that truesec is on a scale from 0.0 (the worst) to -1.0 (the best). So, a truesec 'increase' is a negative number, and a 'decrease' in truesec is a positive number.

1) Let a system's truesec, and the calculations that derive from it decay by +0.2 each downtime.
A system could still have a maximum truesec, maybe half of what it is in the current static truesec.
Moongoo could be recalculated each month based on the average truesec of the last month.

2) Give Sov, Military, and Industry indexes bonus in proportion to the now variable truesec.
* So, you need to still do the items (rat, mine, etc), but if there is also PvP going on, you don't need to do as much to increase or maintain the index if you're in an active PvP region or constellation, as you would if you were in a safer region or constellation.

3) A system's truesec gets better with PvP in the area
* A successful entosis attack against a sov structure in the prime time causes a -.05 truesec bonus to the constellation. So, 10 successful entosed nodes would increase the constellation truesec by -0.5 (added immediately)
* Sov change/freeporting causes a -0.5 truesec reset to the system, and truesec bonus of -0.3 to the constellation
* PvP ISK losses:
Regional: (Region PvP ISK losses)/(All Null Region PvP ISK losses) * -1.0 truesec bonus to the region (calculated at daily downtime)
Constellation: (Constellation PvP ISK losses)/(All Null Constellation PvP ISK losses) * -1.0 truesec bonus to the constellation (calculated at daily downtime)

4) Jumps and Cloaky camper bonuses
* Enemy jumps into your sov: jumps * -.01 increase to system truesec (added immediately)
* Enemy cloaky camper-hour * .01 increase to system truesec (added immediately)

5) Bounty bonuses for a system based on PvP kills in that system.
3B in alliance PvP losses in your sov space? Farm PvE in that same system to gain 25% bonus up to 1.5B in activity-based bonuses (rat bounty increases, mining bonuses?, etc) over the next day.

I think the above will be disliked by the more conservative alliances (those with very large, very centralized afk PvE organizations), and would push risk-reward activity - ratting, mining, etc - towards the edges of an alliance rather than be centered and surrounded by a large buffer of sov. This would lead to smaller sov and more border-wars.

Yep. Also, I like how I can cloaky camp myself. Or better, cloaky camping my enemies and enriching their system in the process.Big smile
