[WTB] Amarr/ Gallente Subcap Specialist 40-80 Mil SP Range

Looking for a subcap focused pilot, preferabley cruisers skills and below maxed or near max for all races

Looking for:

- Racial Cruisers to level 5 for all races (if not all AT LEAST GALLENTE AND AMARR)
- Great Core Drone, Engineering, Navigation and Armor skills
- Shields skills would be a plus, primarily interested in perfect or very near perfect armor skills however
- Core Gunnery and Missiles skills to 5
- Scanning skills would be a plus
- Solid stealth bomber pilot
- Good name or at least something that is not completely out at left field is a MUST
- Male pilots ONLY


Basically looking for a pilot with core skills to max or near max and a focus on subcaps

Budget: up to 22 Billion however that would depend on many things
