So, I looked up a Cosmos agents on Eve-Wiki for the respective faction I'm going for. I looked them up in People&Places, and found a level 2 Agent that DID NOT give the message "You're standings aren't high enough". I headed all the way out there, talked to the Agent and he said he had no missions available for me.

How do I know when a Cosmos mission is available?

"If at first you don't succeed, remove all evidence you ever tried"

"If your boss is getting you down, look at him through the prongs of a fork and imagine him in jail"

That Evelopedia page lists all the Cosmos Agents, their locations and standing requirements.

Cosmos Agents only accept Faction standing for access and their standing requirement is higher than regular Agents.

Cosmos Agent missions can only be completed once in the life of the character. Do not fail, quit, decline or let the mission offer expire. It could lock out access to other Agents.

Some of the Cosmos Agents are chained together and will require some sort of item or voucher that's received from another Agent in the chain.

Cosmos Agent missions are tougher than regular missions. A level 1 Cosmos Agent mission is basically equal to a level 2 regular Agent mission.

Obtaining the various Cosmos mission items can be time consuming so it's best to be prepared before contacting the Agent. If needed, most items can be bought from Regional Markets and Public Contracts, especially if the Cosmos Agent offers an encounter mission against other Empire Factions.

You might wanna check out 'The Plan' which contains various guide links, tips and info pertaining to Event Agents.

When I ran Cosmos, I did research on each specific Agent's mission series before I actually contacted that Agent. Using the various walk-through guides listed in 'The Plan', I made a list of their mission objectives and proceeded to secure the items first before contacting the Agents whenever possible. That not only allowed me to complete the mission objective, it also allowed me to collect the time bonus reward as well.

A good way to see if you've accessed a Cosmos Agent in the past is to show info on the Agent and select the 'Standings' tab to view the Agents personal standing towards you. If it shows 0.00 (neutral) then that Agent has not been accessed. If it shows a negative or positive number, then that Agent has already been accessed in the past.

Some of the missions are really tough, especially the ones that send you into Cosmos Complexes so don't be afraid or ashamed to ask friends for help.

Hope this info was helpful, good luck to you.

You also need to make sure you have access to the right types of ships.
