If the isk goes to the player then the game is paying/incentivising people to put up a communication block. If you don't have a CSPA charge then you are earning less money than you could be and playing sub-optimally. Having the money go to the player would be an unmitigated disaster and would harm the game. The current system of the money disappearing out of the game is the only reasonable approach for this feature.

Idk about you, but across 5 accounts, all ranging from 5 years to a few weeks old, I've never encountered spam bot issues.
I would, however, find that every rookie I could potentially recruit, had their CSPA turned on, which was annoying to say the least.
