Ok, so, sat watching Sons of Guns, the episode where they make a Katyusha rocket system.
for those that dont know, heres a video of them in action, Katyusha vid
Now, this made me think, if we managed to have a rocket system with that kind of rate of fire, why are the missile systems in EvE so epically slow?
Ok, you can argue that the Katyusha are unguided, but even the modern MLRS has a better fire rate here
So, my question is this, why dont we have a better rate of fire and longer reload time? is it just balancing issues or is there another reason?
I would have thought it would take a longer time to fill launch tubes than empty them?

EVE is a game, not a simulator.

1) A hawk with rocket launchers can get a 1,9s cycle without trouble. Given that each shot consists of 3 (or 4, can't remember) individual rockets we get a rocket fired every 0.5-0.6 seconds per launcher.

2) RLML and RHML fill your description nicely.

3) Server hamsters start to cry if there are too many missiles in flight at a given time.

4) Balance.

if i wanted a simulater, i'd go play my Arma games, I never asked for it to be put in game, just why it takes so long to empty a missile battery, compared to how long it takes to refill it, seems a bit counter intuative to me.

Because missile launchers in Eve are extremely silly depictions of sci fi missile launchers that no one would ever actually put on a spaceship if we had spaceships.

on a tangent, why would putting a missile system on a spaceship be silly, I would have thought a guided system be preferable over an unguided system?

The missile launchers as we have them in Eve. They are silly.

for the same reason some autocannon fire less than 10 rounds per minute

A guy has to go all the way outside to the gun barrel and shove that huge cannon cleaning tampon down the barrel after each shot. You know how hard it is to convince a guy to crawl around the hull of a spaceship with a huge tampon on the end of a pole?

We must accommodate the idiocracy.

Many launchers fire multiple rounds per cycle (as did medium autocannon (can't recall if they still do)).

We do have to consider balance however - and if you consider the storm of outrage which would occur if launchers were changed to the sort of systems we see in modern missile-centric cruisers - the reload time complaints are horrendous on Rapid Lights, imagine if they shot their entire magazine in a few seconds and then took hours to reload...
Now imagine the complaints about how overpowered missiles were because their Alpha is so great and the whines as people shifted to smaller, faster vessels and outran most of the damage...

those would be RLMLs

actually the idea of a combat spaceship is silly a idea in it's entirety. Any actual combat spaceship would likely be unmanned. IPBCs

Solely because a ship that just needs the delta V to get to target is going to have a massive advantage over a ship that has to burn to target, arrest velocity... which could mean an injection burn, areobreaking... (heat shield is needed for this) or a straight up retrograde burn to target than it need to burn to get back to mothership / port / homeworld and arrest it's velocity there.

pretty much any reusable combat spaceship will require at minimum 4 times the delta V as a disposable one.

Also there's the matter of sheer scale. Even rockets - the baby sister in the missile category - are absolutely massive munitions. The cruise missiles, judging by CCP's concept art, are the size of Saturn V rockets. How fast do you think those are going to launch? And do you really want a cluster of them in flight together?

No, I'm not that kind of doctor.

If Autocannons and Artillery were an Amarr weapon system they would fire much faster.

Or there would just be a lot more slaves blown out the airlock....
