Collapsing and reduced states then verge : question about mass

We had a debate tonight about reduced to not critical and VoC states.

For example for 2b mass wormhole connexion, there is 2 theories :
According to the fact that wormhole total mass vary +/- 10%, so between 1.8b to 2.2b

What are the correct mass for the 2 reduced states ?

Some people think that it is :
RtNC = 50 % and VoC = 10% of the total mass (so if your mass is 2.2b, RtNC is 1.1b and VoC is 0.22b

Some others think that it is fixed value :
RtNC = 1b and VoC = 0.2b

What it is your opinion ?

It is the former. You can use the point it goes half-mass to gauge how much it varies from the standard mass.
