Adjust Ship Fitting Managment to use Cargohold.

The way the Ship Fittings Management work now, the modules must be in the station hangar in order to auto-fit them with the fitting managment.

I would like the fitting management to look at my cargohold first then the ship hanger for the modules Im going to autofit.
The reason?

As I ship/haul stuff I carry mods to expand/shrink my ship's cargo hold and speed. When i autofit, I need to move them to a station hanger in order for the Fitting Manager to see them. If the Fitting manger could see them in my cargohold, that would speed up the whole process very much.

If it could check the stuff in the cargo hold, that would means it would work in space, at the maintenance array as well.

Addition of checking unlocked containers/vaults in your hanger as well?
