Ms Hanaya, I do not think you have anything to fear. Your faith shall protect you.

Mr. Sariyah is correct on his assessment of International law, especially as it regards CONCORD and capsuleers.

Hmm, maybe Yulai IX would be an acceptable alternative.... I'm still pushing CONCORD to actually start renovating that station.

If you do things right, people won't be sure you've done anything at all...

If you want a truly neutral station, try a Thukker station in the Great Wildlands. Thukker Mix generally doesn't quite care about who is using their station services as long as the rent is paid and the ISK changes hands, preferably mostly theirs.

However, getting there is a journey worthy of several memoirs and resupplying will require the services of a Jump Freighter.

A Minmatar warship is like a rusting Beetle with 500 horsepower Cardillac engines in the rear, armour plating bolted to chassis and a M2 Browning stuck on top.

For perspective's sake:

Jita 4-4 is similarly a military fortification. There's still plenty of trade from the Federation.

Any organization large enough to maintain major stations will have enemies-- even CONCORD, even the Thukker.

Safe passage and a reasonably inoffensive, cosmopolitan setting are all any of us can fairly expect.

Myself, I plan to be a regular customer.

This is actually a very good point Ms. Jenneth, i commend you for bring that up, you are indeed correct, i think what Ms. Kim was pointing out was that because she is in the State Navy, she will be targeted by.. Let us say.. Less the hospitable Federation Pilots within the Federation Navy, which is a legitimate thought to have, while the at the station itself i believe she will be untouchable due to the laws set forth regarding capsuleers.
