I would like to share a few obervations with you from my time as an escalation runner. Over the last 8-9 months I've been relatively active and have run over a thousand escalations. I've seen the effects that the Phoebe changes had to escalations and to say it straight, I don't think we are where we should be.

When you run an anomoly you used to have about 2-3% chance of getting an escalation. After Phoebe this is closer to 5-6%. Effectively this means there's twice as many escalations out there. The issue isn't that the increase in escalations aren't supplying content, because the escalations is actually being completed. The issue is that there's so many 10/10 escalations that the market is crashing.

No, I'm not greedy and want more ISK. I live in Deklein, so my findings are based on Deklein.
X-Type -> A-Type -> B-Type -> C-Type. 10/10's supply the best loot which is X-Type. A few specific modules does not exist in X-Type and thus A-Type is the best variant, these are mainly supplied from the 6/10's. The increase in escalations, that is actually being completed, has removed the real justification for B-, C- and even some A-Type modules. Effectively, this means that 7/10, 8/10, and 9/10 escalations aren't getting completed as they simply aren't worth it. 9/10's are by far the most time consuming, making them totally worthless. You would simply earn more money AFK ratting in an Ishtar.

I might be wrong in my beliefs but I would think that there should be some sort of reward in getting an escalation, after all, it's quite a rare thing (or was at least). Either way, I can't believe that it's CCP's intention to make 3/5 DED sites obsolete and useless. In effect the changes of the Phoebe patch hasn't fixed escalations - it's broken them!

How to fix? Make sure X-Type escalations is the hardest to get - adjust the spawn rate. 1-2% chance to get a 10/10, higher for 9/10's and so forth. Adjust loot tables as needed to make sure 6/10 don't flood the market with the modules that doesn't have an X-Type variant in particular the Invulnerability field.
Furthermore, I would suggest making the 10/10's the hardest and most time consuming to complete scaling down until you reach the 6/10 so effort reflect the possible prize.
Also - make it impossible to AFK grind anomolies and hereby adjust the rate of which escalations are spawned. This isn't a fix in its own, but could be part of a fix.

I've made fortunes while the market has crashed and continue to crash on deadspace loot. I'm not writing this to be able to fill my wallets even more. I'm writing this because I hope CCP will fix their endgame solo/small gang pve content.

I live in Dek as well and yes they are just plain broken the higher lvl Escalations are just as common as the lower ones. there should be a sliding scale that as the escalation up in difficulty the rarer it becomes. Instead all have the same random chance and the same odds for the loot table for the site so its in essence you want to run the highest site always so you have the best chance for the highest escalation since they are all more or less lvl across the board. Making so you cannot afk Ishtar the highest grade anoms would also go a long ways to making it balanced.

I wondered why X-type gear is so cheap now, as well as faction gear. As a buyer, well, it was a pleasant surprise.

As a person who uses, rather than sells, most of the high end gear he gets out of escalations, I see no issues with the current chances to get those escalations. What I would like to see, however, is the 7/10, 8/10, and 9/10 actually made worth running.

Fixing the stupid amounts of isk one can make in highsec is the main force behind my campaign. I think people working together is awesome! but it needs to be done with risk/reward balance. Right now its tiny risk and mega reward.
