clientlogger.testeveonline.com down, no launcher?

I have trouble starting the sisi launcher. Using a shortcut to the eve.exe in the client folder starts two launcher.exe processes but does'nt open the window.
The last entry of the launcher.2015-02-23.log:
2015-02-23 09:40:27,002 - requests.packages.urllib3.connectionpool - connectionpool - INFO - Starting new HTTPS connection (1): clientlogger.testeveonline.com

I get timeout errors when accessing that server in a web browser.
clientlogger.eveonline.com sends a response (403), and the launcher opens when I start it without /server:Singularity for Tranquility (did'nt let the launcher create and download the TQ patch)
I'm also able to successfully login with the exefile.exe. Until the next sisi patch.

Is it to be expected that I get no launcher window at all when clientlogger.testeveonline.com is down?

Launcher is starting again while clientlogger.testeveonline.com is still not responding. Weird, but at least the launcher is working again Bear
