Somehow I am using the broker wrong?

I've been playing now for about a month and I've traded a lot of my rookie and career agent free stuff back and forth with several of the friends I've made among the fellow rookies who started with me. That brokerage fee began to grate and when I discovered the Brokerage Relations skill book I was happy to buy it and start training. Now it is up to lv 3 but the fee is still 10,000 ISK for all my trades. It's not any great burden among friends since we aren't charging anything but perfunctory prices. But I still feel a little cheated that my fee isn't dropping. Is there anything I've overlooked that explains why I'm still paying 10k ISK per trade?

I think you are talking about contracts, which have a fee of 10,000 isk.
The broker relation skill acts on fees that you pay for listing stuff to buy or sell on the open markets that you access in the market overview.
The contract market and the regular market are completely separated. Contract fees will always be 10,000 isk.

Also, if you just want to trade stuff with your friends, you can meet up with them in station and trade directly like you would in a fantasy MMO, by rightclicking on them.

Aahhh, so I wasted the ISK for the book and the training time. Oh well, it was bound to happen in some form or fashion.

Do you EVER buy or sell stuff using orders with a duration other than "immediate"? The vast majority do, if only once in a while.

By no means is Broker Relations a wasted skill!

Another good trade skill is Accounting, to save on transaction fees when you sell stuff.

The more expensive stuff you buy & sell, or the more often you buy & sell, the more valuable these skills are for saving ISK.

I have them both trained to 5. I am not a trader.

The Broker's Free is only an unchangable 10k ISK on contracts set to private or your corporation, public contract fees have a limited range, which is also affected by standings and skills

These are my ranges for a 14 day contract (shorter durations lower the Sales Tax and Broker's Fee):-

Sales Tax: 10k - 50m ISK (0.5%)
Broker's Fee: 16.5k - 12.375m ISK (0.95%)
Deposit: 100k - 1m ISK (1%)

There is also a minimum Broker's fee of 100 ISK on the market, so this can make it appear that the Broker's Fee % you're paying is higher than it should be.
