Choppy performance post-Crucible

Had a strange issue last night (post-DT 10 Dec EVE time) that I've not see before. As soon as I entered mission space with a large number of NPCs, my client started stuttering. It runs the scene smoothly for half a second, pauses for half a second, runs the scene for half a second, pause for half a second, ...

CTRL-OPT-SHIFT-M brings up the performance monitor, which claims I'm running at a 27 FPS frame rate. This is sorta true: I'm running at a decent frame rate half the time, and not running at all the other half. Restarting cleared things up until I re-entered mission space.

I've run missions, incursions, small fleet battles etc post-Crucible without this issue. Incursions have been very slightly sluggish, but not like this.

I tried to fix it by turning down graphics levels. Didn't seem to actually change anything. For example, turning off turret effects still had the blue "shooting" lines rendered towards me. Turning down other settings didn't seem to change space.


I had recently cleared cache in order to work around the sluggish starmap issues.


Questions:
(1) Are the graphics level settings working correctly?
(2) What settings are best to turn down to work around this stuttering issue?

Update: seems to start getting bad once I get targeted by NPCs. Was in Incursion today, and was good until they decided to shoot at me, and after that was choppy.

You didn't have your training skills window open, did you? For some reason, the "countdown" of the seconds syncs with your graphics and you get that pausing while playing. Happens after a period of time. Just close the training skills window and open it again if you need it.

9600 GT isnt a powerful graphics card. Lower your settings, disable antialiasing, disable HDR, enable recource cache.

Done, done, done and done.... several months ago.

Turns out it's a known bug, and they're looking into it.

I have exacult the same problem it comes and goes tho some days it plays fine other i get the stuttering issue it happens me when i go into any plex with or without fleet. I do belive this is some sort of issue with ccp's server as i look at task manager and my cpu and ram usage are nevr maxed out as hi as it goes is cpu up to 80% and ram 60% i wish they would fix this as its pissing me off so much and so annoying that i cant enjoy when i pay makes me not want to play no more but im addicted :(
