When the re-write of dogma is complete what will happen to the tables of effects and expressions. Is it worth writing a library to handle them if they are just going to disappear in 6 months to a years time ?

While I can't answer this for sure, I seriously doubt that they'll be going away. The core of the system will act in the same way. The purpose of the rewrite is to allow for some values to be cached away on an alternate server and retrieved as required.

hmmm ok i thought that the core issue was that the system doesn't handle static values. Is it not brain in a box that you are describing.

The core issue is that dogma can't handle numbers.

Those numbers would be coming from Brain in a box (the cached values)
