Is this true? Looked up...saw this F***ING clown dropping like a rock. Woke up in Vylade wondering what just happened!!!

The NPC faction sites are like the ones you will find in Kspace, with no npcs attacking you. Sleeper sites will always have sleepers coming at you. C4-C6 do not have the NPC faction type of sites, only sleeper sites.
