I bought 2 particle bore compact mining laser in newbie system Pasha in Tash Murkon.

As soon as I bought them, the same sell order was still there, so I bought 2 more, after repeating 4 times, the sell order never went away and was replacing every time I made the purchase instantly. There is almost no way someone could be replacing these sell orders as quickly as I was buying them.

Is this an instance of botting a sell order? and as such is it illegal?

If it is not illegal, does anyone have any advice on how to do this?

if it is illegal should I be raising a ticket or flagging as a bot?

Most likely a NPC order. Unlimited quantity, except it limits you to how many items you can buy at once.

Not sure it is NPC order as the date is not 365days, which I thought was the case with all NPC stuff (please correct me if I am wrong).

Just noticed as well that the 'expires in' does not reset to 90 days, but is counting down each time I purchase 2 more.

I was not aware NPC sold meta items in open market as would this not falsify the market price? leading effectively to an NPC fixing a base price for an item. Again, I could be wrong as fairly new to this, and would be happy to be corrected. Would it make a difference that this is a newbie system?

Or you were buying at a price that was not the first price. If an order is placed at a 100 and then a second at 100 afterwards, the second order will be ontop but you will be buying from the order that was placed first, even if you were selecting the top order. 1st come 1st served

Or it can be a market glitch, I have encountered orders that I could buyout by the millions of pieces again and again... and they would simply not dissapear, they would after downtime. The stocks were there afterwards though, so, I have no idea what kind of glitching it is. CCP always reacted on tickets as not reproducable.

There's a known issue, where an order can 'expire' but still be active.

So you won't see it on the market, but it can still fulfil orders. If it's the lowest price at the time, it'll service any orders, leading to behaviour like you're seeing.

This seems to be the exact case indeed, never considered that. So eventually you should reach a point that you no longer can buyout that order. I have had encountered the glitch and reached this point a few times, now it makes sence.
