I know it might be impossible to say for sure, but can anyone give me an AVERAGE or an estimate of storyline missions I would need to go from -0.17 to 5.0 with a faction?

There's no way to give an estimate due to having too many variations of different factors involved. These factors include:

Agent location = A difference of 0.1 in system security level from 1.0 down to 0.0 translates into a 10 percent increase in rewards.
Agent division = Security, Mining, Distribution, R&D (Security division gives the most standing increase)
Agent type = Basic, Factional Warfare, Storyline, Event (Storyline and Event Agents give Agent, Corporation and Faction standing increase)
Mission type = Encounter, Mining, Courier (Encounter missions give the most standing)
Standings = Higher agent standing gives increased rewards per mission
Social skills = Higher level trained reduces the time spent to gain standings

Your basic question is about how many storyline missions will it take to go from -0.17 to +5.0 with a faction.

My basic answer is check out the Faction Standing Repair Plan which has proved itself to quickly repair negative Faction standings and boost positive Faction standings as well.

The division of a particular storyline agent has very little impact on the missions they give out. All storyline agents will end up giving out security, distribution and mining missions at some point.

As a general guide to the distribution agent regular mission though, you will gain about 0.2% standings for each L3 distribution mission.

A very fast way is to join a Faction War Corp - the missions and plexes will raise it quickly.
You will also make more isk.

You won't be able to create a solo corp and join but making a corp with another person who has decent standing with that faction it will allow you in. I think the corp members averaged standing has to be over 0.5.

I didnt really wanna go and lower my standings towards the other factions, BUT is it really faster to join militia and do plexes and missions for them to get faction standings?

You want to get and play around with a nice little application, Eve HQ: http://evehq.battleclinic.com/

Within it, you'll find a method to calculate the exact number of missions on avg. that are required for standings increases.

One does not run courier missions to quickly increase standings via the courier missions themselves. One runs courier missions to quickly increase both corp and faction standings via storyline missions.

Since level 4 storyline missions can give massive increases in both corp and faction standings, being able to do as many as 3-5 a day makes a huge difference. It is also the reason why level 4 courier missions are the fastest way to gain standing. (do not argue with those who suggest grinding level 3 combat missions)

You have to be strategic and use agents at or near the storyline agent you plan to target. It helps if the distribution agent and the storyline agent are in the same corp.
