Question re planets and dust 514

Not sure if this is even the correct forum to ask about this, currently i am in a system where 90% of local residents have a blow glow round their names, i am guessing they are dust 514 ground troops. My question is quite simple, can i fly a ship close to a planet and launch missiles randomly at that planet and kill any of these ground troops?

If there are Dust Characters in a system, it's because it is a Dust 514 starter system, determined by their race and starter corp. Dust characters can't move freely from system to system, nor do they physically move when in combat.

System with ground battles do not have DUST players in local.

Instead a new chat window is open for when you connect to the district the fight is taking place at.

It would be great if their avatars did transfer into the local chat. It would be an instant indicator we've been needing to react in support to a local battle. Would the pictures themselves cause any lag?
