Will the systems ever change in such the way Jita is 0.9 and might become a hot spot for pvp as a 0.3 ?

Also why don't they change in a player event or concord effect?

The sec status of systems is static, not dynamic. No player actions can affect it. Sec status has changed in the past as a result of CCP action as part of a live event (I think that's what that was, it was before my time), but don't count on it happening again soon.

So far as Jita specifically, it probably won't change because as the Eve technology cluster stands right now, the Jita system receives a whole server to itself, whereas all other systems in Eve share servers with at least one other system. Jita evolved organically into the trade hub that it is. To destroy the Jita trade hub would require some behind-the-scenes technology tinkering by CCP, especially since nobody knows what trade hub would replace it.

This however is true. although it would be a nice idea of certain places became a desert or hot spot based off player events such as incursions!

Yup, it would be nice to have more variability in the game.

Something that does change is the quality of plexes in player-owned 0.0 space. You can upgrade the system to spawn more and better of certain types. More of this would be fun, but I doubt we'll be seeing it anytime soon.
