Maximum ME gain from Amarr Outpost?

Can someone tell me what the best possible ME gain is from an Amarr Outpost and which upgrades need to be installed for the best possible result?

Its confusing in the blog and it seems 2 different sets of upgrade platforms offer increased ME ....so do they all stack? ....can 7% ME reduction be reached in a fully upgraded amarr station?

... which matches with their in-game info descriptions.

Note that:
* Foundation (level 1) : 1 basic
* Pedestal (level 2): 1 basic + 1 intermediate
* Monument (level 3): 1 basic + 1 intermediate + 1 advanced

Therefore the maximum is -5% ME:
2x basic (factory & plant) + 2x intermediate (factory & plant) + 1x advanced (either factory or plant)
