How do i tell steam i have the game installed?

I have all the files yet steam insists on downloading Eve all over again.
Is there a fix to this?

My advice is get rid of steam, burn your computer, and start over from scratch, and never get steam on the new computer. Just play EVE without steam. Fixes the problem nearly 101% of the time.
