You still run into the problem of trying to make a simulator to teach people how to use a ship not yet in it's final state which chance of design direction change especially since we are talking reverse engineering of barely known tech in the case of T3 design. If you make a breakthrough in propulsion, then large part of the simulator goes down the toilet for example.
