Tactical Destroyer invention

I bought a couple of Small Wrecked Hull Sections to learn the process of inventing Tactical Destroyers. When I load it into industry from my POS Design Lab I'm told "The select blueprint activity is not supported at the current facility". I get the same message using station facilities. Neither Google or forum searches have turned up any documentation on the process - Would like to confirm whether an experimental laboratory is required for invention before buying one. Would also be nice to know if the ship can be built in a station or advanced small ship array?

T3 can only be invented in the Experimental lab, that's T3 cruisers and the new T3 destroyers.
T3 cruisers get built only in the subsystem assembly array, T3 destroyers only in the advanced small ship assembly array.
