I think I've decrypted it. It's a variation of a symbol that is used to indicate a hot springs resort.

Here's the original symbol itself.

Here's a map of some known locations.

Some odd things done in these places. Submersion of prolate spheroid pod-like objects. Sleeper?

Its not Jove as Jove have completely other style with their logos. Who said its a logo of faction? It can be a logo of corporation producing stargates. P

That symbol is for the sleepers awakening to the EVE reality from their VR reality. Its the return of the Jove.

As the symbolic can be reminiscent of how Talocan are described with their methemathic mastery, it would not be a return of them, because why? They leaved because of reasons. But the Jove heretics could use some of the Talocan tech in their new battleships I think.

The reasons why Talocans could get back someday, is that we would threaten them in some way, on the distance maybe. That is too vague for anyone to think of as we don't know why and how we could do that... for now.

But this new Jove heretics could become a threat for Talocans in future, they seem capable of... being a threat.
