Hello,
I have recently came back to Eve after some inactivity and I would have few questions about kill rights.
If I shoot someone, in high sec or low sec, but I don't kill him, does he gains a kill right on me?
Kill rights are gained just when you destroy someone?
Or are system security status based?
Is there a way I can check in game if someone has a kill right on me?

Highsec: if you agress someone not in a legal engagement with you (wartarget, duel) then a killright is generated

Lowsec: If you agress a pod not in a legal engagement (wartarget, limited engagement) then a killright is generated.

No, killrights are not generated when you kill someone, but when you first agress them. So if you activate a scram, web, point, target painter, neut, etc. they are all aggressive acts and will generate a killright if they are not legal acts.

Not related to security status, but to action.

Yes you can check if killrights are against you and if you have any against other people. Open your character sheet. There is a menu named "Kill Rights".

Just for clarity, kill rights are only generated if the aggression is unlawful. Flashy criminals are legal targets and shooting them does not generate a kill right against you, give you any criminal timers, or cost you any security status. They are allowed to defend themselves, so shooting them will create a five minute Limited Engagement timer in which either of you can legally attack the other, with each act of aggression refreshing the timer at five minutes.

After being activated, kill rights give the target an ordinary 15-minute suspect timer. They will appear as flashing yellow on the overlay and are legal targets for all other players, though they will not draw the attention of CONCORD or faction police. The kill right is only consumed if the target loses a ship (though this can be any ship; hisec pirates are well-known for blowing each other up in rookie ships to clear out publicly available kill right). If they escape without loss and the 15-minute timer expires, the kill right will remain available for one month or until someone finally catches them.

Thank you Voyager, I didn't know the kill rights had a 15 minutes timer.
I have also discovered that if you attack someone in low sec, without killing his pod, no kill right will be generated, in fact, you will generate a kill right only if you attack someone in high sec or of you pod someone in low sec.
I am adding this information just in case someone needs the same information.
