Yes probing is generally easier now, yes HACs and pirate cruisers are more of a thing now. I'm not sure tho if that together would mean allow tech 3s again.

You could set me to any sort of ramblings about loot prices and sites availability. The issue with some hisec sites became apparent even earlier than the advent of DSPs.
IMO 4/10s should go to lowsec only. Too high a reward for no risk in hisec, i think - and even in lowsec there is not that much risk as long as you behave hafway intelligent. Now why we would have 5/10 content in hisec at all (and that even being easier than the normal sites in lowsec), i don't even get - emergent bahavior has shown people finding ways to make their 5/10 expeds likely to spawn in hisec, leading to a bit of a farmville. Add in "Adjustments to the likelyhood of some rarer expeditions to trigger" (WTF, ANOMS??) - and you have retrievers doing dens for 5/10s.

It's not only amount of sites being run that drive down prices tho. If you look at shield boosters, the emergence of ASBs (and for armor reppers AARs) has made demand go down a bit. The medium boosters have (rightfully) also been brought in line a bit, in regards to rep/cap, making them again less sought after. Couple all these factors and some i am maybe overlooking together and you get the plummet in prices.

The big heydays of extraordinarily drops are over.
