You are thinking 'Camera Shake' when you are hit with explosions. Which you can turn off. There is a slow wobble that you can't turn off that has been around even in videos in 2004.

Pretty much every effect should have a toggle to turn them off.

Maybe it is an effect they do not wish to change....remember your able to see around you because of Camera Drones and im sure they do not stay still 100% of the time.
