I don't really have problems with either EVE or adult video sites. Then again I'm on FiOS.

Pretty much this, my relatively fast connection maxes out when doing client updates or a fresh install, the problem is unlikely to be at CCPs end.

That doesn't mean that they aren't throttling certain types of traffic. I believe that CCP uses bittorrent as one of the delivery methods for client downloads and launcher updates; which may be something your ISP throttles.

Nope you misunderstand, bittorrent is one of the protocols that CCP uses to deliver the client. It's not a standard torrent file that you require a separate torrent client for, it's embedded in the launcher and the installer on the homepage.

As for the offline installer, I've just checked and I'm receiving the files at around 2.4MB/s from CCPs CDN.
