Idea I've had for a long time:

Covert cynos (these only, not the standard capital-ship type) and jumping/bridging-to should be allowed in hi-sec, with the following restriction:

If you light one off on grid of a hi-sec gate or station, then the sentry guns, plus the usual spawn of faction-police will attack you. You will also lose standing with the faction whose space you're in. Higher-rated system = more powerful spawn and larger standings-hit, to the point that doing this will be mechanically possible in a 1.0, but realistically quite costly for the cyno-pilot (IE, in 1.0 you will almost certainly lose the ship, but in 0.5 it's not a huge worry if you use a recon-cruiser/BLOPs BS, and fit a proper tank.).

I think this is a great way to break the current stagnation of neutral RR-gheytardedness, and possibly dec-shielding--ironically, by having the cyno-pilot being out-of-corp itselfTwisted--as they shouldn't know you're coming, and ideally, a well-executed BLOPs strike does what it does too quickly for neutral RR to be a realistic factor anyway.

If nothing else, it fits the lore, IE BLOPs covert-cynos can still get into cyno-jammed systems, and hisec is cyno-jammed by CONCORD instead of player-entities. So why can't covert cynos work in 0.5+ rated space? (@CCP: Could you at least clarify the lore on this, one way or the other? The lolRP'er in me would thank youBlink)

Besides, hisec carebears need to,

A) Discover the fun of being BLOPs-dropped
B) Experience a whole new potential dimension of suicide-ganking! Twisted

So.

For/against? Pros/Cons?

That was actually up in the crowdsourcing this July and it was voted decently highly (top third or so). It hasn't been implemented, but they should still remember that it was decently well supported.

For lolrper in you, only if empire navy hotdrops immediately with 10x subcaps and 10x capitals start bubbling and you get nuked.

Nope:

Because BLOPs covert-cynos can get around cyno-jammers due partly to being very low-powered--it's the lore reason why they don't generate a system wide visible beacon the way standard cynos do. Capitals can't jump to covert-cynos, standard cynos cannot be lit in cyno-jammed systems, hence, no capitals in hisec (or cyno-jammed zerosec) that weren't originally built there and never left.

Hisec is cyno-jammed by CONCORD instead of capsuleer-entities, but there is nothing, either expressed or implied in the lore/prime fiction that CONCORD's cyno-jammers are any different/more powerful than the player-owned ones.

Knowledge of prime fiction/canon--you should haz it!
