seems theres a bug that happens when ever im between these numbers, im not an outlaw (yellow on overview) but i cant be repped with the repper/booster going gcc.

nah not incursion related, tho i spose it is but thats not why im posting.

If you are no longer a shootable red outlaw in low sec, why cant you be repped?

CCP have messed up a bit with thier numbers.

Confirming NOT red but cant be repped or boosted without aggro(gcc).

Possibly a differentiation between effective standing and actual standing? Generally other players perceive your actual standing whereas for the purpose of NPC interaction you'd have "effective standing" based on skills such as diplomacy. Though this wouldn't really explain why players wouldn't see you as flashy red.
