WTB Focused Leadership Character

Hi there, Im looking for a leadership char, it must have:

T2 Armor Links
T2 Skirmish Links
T2 Siege
Command Ships would be nice but not necessary, But it needs to be able to sit in either a Proteus, Legion or Loki.

Budget 15b, But I will pay more if it you link me something special.

Able to do exactly what you want and more. Minmatar primary so it flies a Loki perfectly.
