Simple answer (which I'm sure has been mentioned, but I'll repeat anyway cuz I'm like that,) covert ops ships are the safest way to travel in low sec - you can warp cloaked, they align quick, and there's no bubbles to drag you in so chances of you getting nabbed on gate are entirely dependent on how much lag you have between clicking cloak and the server recognizing such.

Not an exploit. MWD+Cloak trick is 3 clicks, covert ops cloak is 2 clicks, less chance of mistakes.
