useless sleeper scouts?

Its highly random if you see one. They are in systems that contain a "unidentified structure". Those show as beacons on your overview, provided you are looking at an overview setting that shows beacons. Once you are in such a system, the sleeper ships could pop up anywhere, including at the gates. You have a good chance at seeing one if you warp to the unidentified structure and sit for awhile.
Again, based on overview setting, you may only see the sleeper ship in space (once it is on grid), not on the overview. But you can add it to whatever ratting or PvE setting you use.

On a serious note, they randomly spawn in systems so depending on how much you travel, not really. Or if you're in a sh, I don't think they're in there.

You have to specifically enable them on your overview. While you're at it, I would suggest enabling Tactical Destroyer as well.

Yesterday, while in a 0.9 system I was clearing out a ship graveyard site. When salvaging 5 sleepers jumped in
and started scanning everything me my drones the wreaks the graveyard. After about 60 sec. they left
I manage to destroyed 2 of them before they left. Even as I was shooting at them all they did was scan and go
weird, Wonder what's going to happen next? My guess "Incursion light"

BTW: when salvaging them they always/only give 1 unit of metal scrap (for now)

Had 3 of them sitting on Hek gate with our fleet en route to a fight. Perhaps they are attracted to violence. Anyway they are not going about their business very covertly sitting on that gate like a bunch of AFK twats.

As the Seeker NPC's (red cruisersized crosses) travel alot in system, it's easy to miss them, as they jump to belts, stations, POCO's, gates, etc.

From a more lorewise approach, the gameplay is in the mystery: why are they there, what are they doing and for what purpose are they 'scanning' ?
Possibly clues are hidden away in the lore & history of Eve, along in the various content you can visit (the new shattered wormholes, old sites getting a new meaning etc)
In this viewpoint, Sleepers add alot to the gameplay. This is reflected in GD, as it has been a long time since there were several large threads on lore & mysteries in Eve in the GD section.
