I would find a free phpbb3 forum service to use. The information portal can't support that on its own. It does however work very well in conjunction with a forum (esp if you have the google sheet cms). That will allow you to make a post on your forums, copy paste url to the google sheet and type a title and will auto update the page to display that link.
