Yes. During Burn-Jita, CFC tries to log in as many alts as possible in Jita to make it jam, so all their targets get stuck on the gates.

AFAIK, it's always worked this way.

That's strange, I have never noticed a traffic jam in Jita.

Then again, I have yet had the desire to go to jita.
