Relic Sites with Remains

Have found lots of these however I am unable to use data, relic, salvage or anything to hack these items.

Is it just me or is skill related??

I beleive they were called Sleeper Remains or Sansha remains, sorry at work so dont quite remember.
They show up on the overview like any other hacking site but nothing seems to work on them.
