WTB barebones T3 link booster

Looking for a barebones t3 booster.

The following skills are essential:

Arrow T2 Armor links
Arrow T2 Skirmish links

The following skills are desirable:

Arrow T2 Shield links
Arrow Wing Command 4

The char must also have:
Arrow Decent Support skills
Arrow Be at least close to flying a cloaky t3

Not looking to spend more than 13b, will consider incomplete chars or a "close enough" character, post below

Do not want wasted SP in other areas aside from the ones mentioned above
