They are currently OP because they have battleship level tank and cruiser level maneuverability.


Only 1 of them fits that description. The others can fit massive tanks but they wallow around and tend to be specialized like web lokis, point proteus, fc proteus or anti frigate/bomber legions. The problem right now is not the Tengu though, despite the one specific rail doctrine. What limits viable doctrines and drove people to faction fit t3s are MWD Ishtars and bombers which can be used without planning - as they used to be. Sort that out and battleships will come back along with HAC gangs etc. T3s need tweaks but they're a reaction to something infinitely worse.

You seem to be under the impression that this would be a bad thing.

After all, T3's wouldn't still have HAC level tanks and DPS... oh wait... they would.

I think any time you look at something and make a conscious decision of"Lets make it so bad it's never used" is absolutely a bad thing. And that applies to every ship-type, every mods, every drone, every ammo.

You don't "balance" things by taking what contributes to an imbalance and beating it to a pulp, that just creates further imbalance. in the game.
