PLEX from Russia allowed?

Looking on the approved CCP PLEX sellers list there are a number of Russian sellers.

For example, DirectCOD is selling a 60 ETC for 999 Rubles.

Given the weakness of the Ruble currently, this equates to $16.3 dollars or £10.48 sterling.

That is VERY cheap for 2 PLEX.

So my questions are:

1) Is it allowed to buy PLEX from wherever we like in the world?
2) If yes, is DirectCOD a reputable seller still
3) How to safely turn dollars or sterling into rubles to pay - perhaps through WebMoney?

Per Russian forum:

"В силу нестабильности ситуации на рынке валют в России мы временно приостанавливаем продажу плексов за рубли. Мы внимательно следим за ситуацией; вскоре будет опубликовано более подробное сообщение. Приносим извинения за доставленные неудобства."

Translates to:

"Due to instability in the currency market in Russia, we temporarily suspend the sale of complexes for rubles. We are closely monitoring the situation; soon to be published more detailed message. We apologize for any inconvenience caused"

Doesn't that mean that CCP is not selling PLEX directly for Rubles?

In theory you should have no isses getting plex form anywhere, and most banks will do the conversion from whatever to whatever. I know that's how it works in the US. I also know, however, that when amazon in the us has a sale people in the uk can't buy from them. So take that for what its worth

Well, the re-sellers must have gotten the PLEX from CCP and they probably won't get new ones for rubles at the moment either.
But if you find a re-seller that has them in stock and is actually stupid enough to sell them for 999 rubles I don't see why it wouldn't be allowed.Roll

As the OP has received their answer via a link to CCP Leeloo's post in the Russian player forums, and since this thread is devloving into a mixture of non-constructive and troll posting, I'm closing this thread. OP or anyone else, if you have further questions regarding this matter, I'd encourage you to file a petition for specific clarity and to prevent aimless trolling. Thanks!
